Libraries have been an essential part of human civilization, providing a repository of knowledge and information to scholars, students, and the general public. However, with the rapid pace of technological advancement, libraries have had to evolve and adapt Information and Communication Technologies (ICT) to stay relevant and offer valuable services to their users. Today, libraries are no longer just about books and other printed materials; they have become digital hubs that provide a wide range of value-added services to their users. Implementing information communication technology has revolutionized how libraries operate, enabling them to boost productivity while cutting down on expenses.

Through ICT, libraries have modernized various repetitive tasks, thus enhancing their efficiency. Additionally, ICT has facilitated the seamless integration of library activities, which has allowed users to access information remotely at any time. New technologies have unlocked a wealth of information from various sources, making it easier to collate and reformat data from diverse channels.


Most people’s conceptions of ICT tend to be limited to just internet. Internet is, at least conceptually simple: it is a network of networks of computers and other devices. ICT is an umbrella term that includes any communication device or application, encompassing: radio, television, cellular phones, computers and satellite, etc. ICT includes an extensive scope of traditional and modern media which can be divided into three groups namely; New ICTs, Old ICT and Very old ICTs. News ICTs consist of contemporary technologies including video conferencing, CD — ROM, satellites, GPS, wireless phones, computers, internet services, web, email. Old ICTs consist of the technologies that have been used for several decades which include but not limited to radio, televisions, telegraphs, films, theater, and cable phones, audio and video cassettes. Very old ICTs include technologies that have been used for several centuries such as Newspapers, posters, books, photo albums and human interactions.


Instructional materials refer to those alternative channels of communication, which a classroom teacher can use to concretize a concept during teaching and learning process. Traditionally, classroom teachers have relied heavily on the ‘talk-chalk’ method during their teaching. But recently, instructional materials help to provide variations in the ways in which messages are sent across. In using instructional materials teachers and accounting students do not only extend the range of sense organs we use but also extend the range of materials used for convening the same message through the same organ. For instance, in teaching a topic a teacher can manipulate real objects or use their stimulators. Instructional materials therefore constitute the media of exchange through which a message transaction is facilitated between a source and a receiver. In addition to extending the range of materials that can be used to convey the same instructional message to learner’s instructional materials also facilitate the ‘process’ nature of communication. In this passage, the process nature of communication implies that both the source and the receiver of a message are actively involved in a communication encounter. Infarct, it means that both the receiver and the source share and exchange ideas, feelings in any communication. One important dimension in teacher education that is getting a lot of attention is related to the use of instructional materials. Instructional materials are those materials used by a teacher to simplify their teaching.


Libraries play vital role in the world’s system of education and information storage and retrieval. They make available through books, journals, films, recordings and other media, knowledge that has been accumulated through the ages. Large number of people in all works of life (scholars, scientists, teachers, business executives, and government officials’ e.t.c.) use library resources in their activities. Many people also turn to library to satisfy a desire for knowledge or to obtain materials for leisure. In addition, a large number of people enjoy film shows, lectures, book discussion, e.t.c that is provided by libraries. Further, library plays a vital role in preserving society’s cultural heritage. In other words, the library is the citadel of learning or nerve centre of any academic institution. It is an important aspect in educational development of man at any level of his academic pursuit. From the foregoing, a library (derived from the Latin word liber meaning books) is a collection of written, printed, or other graphic and visual materials including films, photographs, phonographs, tapes, records video cassette, disc, microforms and computer programmes (software) organized and maintained for reading, study and interpreted to meet broad and varying need of people for information, knowledge, recreation and aesthetic enjoyment. It is important for the users to know that libraries have passed through a series of historical developmental processes.


The importance of ICT and instructional materials in enhancing value-added library services is extensive. Several studies have explored the potential of ICT in transforming library services. Integrating technology into library services can improve access to information, enhance user experience, and facilitate effective communication between library staff and users. The use of ICT can enhance library services by providing access to online resources and instructional materials, digital collections, and e-books. ICT can facilitate efficient information management and communication between library staff and users. The role of ICT in enhancing library services is also evident in the literature on library digitization. Digitization of library collections and resources can provide greater access to information, enhance user experience, and improve the preservation and conservation of cultural heritage. Despite the potential of ICT in enhancing value-added library services, some libraries need to catch up in adopting and integrating technology into their services.
